ARLINGTON (CBSDFW.COM) – An Arlington pastor remained jailed Friday after being arrested days earlier and charged with possession of child pornography.

(credit: Arlington Police Department)

Because the arrest involves a coordinated effort with a federal agency and deals with child porn, officials are able to give few details on the case.

According to Monroe’s LinkedIn profile and an older version of a church webpage, he was on staff at Heritage Baptist Church in Arlington. All references to the 38-year-old on the church webpage have since been removed.

It has been confirmed that Monroe is a volunteer at Corey Academy of Fine Arts & Dual Language in the Arlington Independent School District.

Friday morning the district issued a statement that said, in part, –

“To date, the district has not received any claims of inappropriate behavior from parents or students related to this individual. We encourage parents to talk to their children and report any suspicious behavior.

Prior to the arrest of the volunteer, the background check was clear.

The Arlington ISD will fully cooperate with the Arlington Police Department and any other law enforcement agencies should they require any information or resources from the district.”

Monroe is being held in the Tarrant County Jail on $15,000 bond.

Cude was arrested at a coffee shop, after exchanging explicit messages with an individual he believed was a 13-year-old boy.

Cude’s messages were actually sent to an undercover agent.

North Texas Man Sentenced To 35 Years In Prison For Possessing Thousands Of Images Of Child Porn

SHERMAN, Texas (CBSDFW.COM) – A North Texas man was sentenced for child pornography violations in federal court on Friday.

Richard Denver Belden, 41, pleaded guilty last June to receipt and possession of child pornography and was sentenced to 35 years in federal prison by U.S. District Judge Amos Mazzant.

Richard Denver Belden (Collin Co. Sheriff’s Office)

According to information presented in court, in May 2018, a Plano Police detective was conducting an undercover investigation into Internet programs know for trading child pornography and located a user, later identified as Belden, who was making a large quantity of child pornography available for download.

Over the course of two days, the detective downloaded over 4,000 images and videos of child pornography from Belden.

Members of the Collin County Sheriff’s Office obtained a search warrant for Belden’s apartment, in Allen, Texas and on May 15, 2018, the Sheriff’s Office and Plano Police Department executed the search warrant.

Upon entering the residence, they discovered Belden actively downloading and distributing child pornography on a laptop computer. In addition to the laptop, Belden owned a tower containing 15 hard drives, totaling 57 TB of storage.

The Plano Police Department and FBI child exploitation task force spent months forensically analyzing Belden’s digital media. Officers located thousands of images and videos of child pornography, including depictions of children as young as toddlers and depictions of sadistic or masochistic abuse. Belden was indicted by a federal grand jury in June 2018.

During the sentencing hearing, a Plano Police Department Detective testified about the undercover investigation, the forensic review of Belden’s devices, and the content of those devices. Belden’s sentencing guidelines included a term of imprisonment of 210 to 262 months. The government requested that the Judge vary upward and impose a sentence of 420 months. Based on Belden’s history and characteristics and the nature and circumstances of his offense, Judge Mazzant granted the government’s motion and sentenced Belden to a total term of 420 months (35 years) imprisonment, to be followed by 20 years of supervised release.

“These type of cases show the real depravity of parts of our society,” said U.S. Attorney Joseph D. Brown. “We are fortunate that law enforcement is out there looking for these people.”

“Today’s result is the product of the outstanding collaboration between the FBI and its local partners,” said FBI Special Agent in Charge Matthew J. DeSarno. “The FBI, through the North Texas Child Exploitation and Human Trafficking Task Force, will continue to work tirelessly to keep our kids safe. This lengthy sentence will hopefully serve as a warning for all those who would seek to prey on the most vulnerable among us.”

ROCKWALL, Texas (CBSDFW.COM) — A 52-year-old city councilman from Rockwall has been arrested after sending child pornography through a messaging app.

On Apr. 13, the Center for Missing and Exploited Children sent a tip to the Rockwall Police Department regarding multiple videos of possible child pornography being sent from an IP address in the city.

Detectives investigated the tip and found probable cause to believe that multiple videos of child pornography had been sent through the messaging app “KIK” from 52-year-old Patrick Allen Trowbridge’s IP address in the 600 block of Parks Avenue.

Patrick Allen Trowbridge (Rockwall Sheriff’s Office)

A little over a week later on Apr. 23, detectives obtained and executed a search warrant for Trowbridge’s residence and found images of child pornography on a smart phone belonging to him.

The councilman was arrested and taken to the Rockwall County Jail where he faces charges of possession or promotion of child pornography.

Trowbridge was elected to the Rockwall City Council in 2018 and his wife is currently employed as a PE coach at Hartman Elementary School.

However, police say they do not believe any of the victims live in Rockwall.

This remains an ongoing investigation.

Texas Sen. Ted Cruz Calls For Criminal Investigation Into Netflix Film ‘Cuties’

WASHINGTON (CBSDFW.COM) – U.S. Sen. Ted Cruz (R-Texas) has asked the Justice Department to look into whether Netflix and the makers of the film “Cuties” violated federal laws against child pornography.

Cruz sent a letter to U.S. Attorney General Bill Barr, calling for a criminal investigation of the film. He accuses the film of sexualizing pre-adolescent girls.

The French film was released in the U.S. on Netflix earlier this week. A description for the film on the streaming service reads: “Eleven-year-old Amy starts to rebel against her conservative family’s traditions when she becomes fascinated with a free-spirited dance crew.”

In his letter, Cruz said:

“The film routinely fetishizes and sexualizes these pre-adolescent girls as they perform dances simulating sexual conduct in revealing clothing, including at least one scene with partial child nudity. These scenes in and of themselves are harmful. And it is likely that the filming of this movie created even more explicit and abusive scenes, and that pedophiles across the world in the future will manipulate and imitate this film in abusive ways.”

The senator concludes the letter by saying:

“I urge the Department to investigate the production of ‘Cuties’ and Netflix’s distribution of the film in order to determine whether Netflix, any of its executives, or anyone involved with the making of ‘Cuties’ violated any federal laws against the production and distribution of child pornography.”

State Rep. Matt Schaefer (R-Texas) tweeted earlier this week that he asked Texas Attorney General Ken Paxton to also investigate the film for “possible violations of child exploitation and child pornography laws.”

BEAUMONT, Texas (CBSDFW.COM) – A 23-year-old Joaquin, Texas man has been sentenced for child exploitation violations in the Eastern District of Texas.

Alexander Nathan Barter pleaded guilty last December to attempted coercion and enticement of a minor and distribution of child pornography.

Following the completion of his prison sentence, Barter was also ordered to submit to a lifetime of supervised release.

As part of his plea agreement with the government, Barter agreed to be sentenced to a term of imprisonment of 20 years on each count, with each party reserving the right to request that the terms be sentenced concurrently or consecutively.

Barter’s counsel requested that the Court impose a total term of imprisonment of 20 years. The government requested a sentence of 40 years imprisonment.

According to information introduced as part of Barter’s plea and at sentencing, in October 2018, Barter posted an ad on a dark web site stating, “I’d like to try necrophilia and cannibalism, and see how it feels to take a life. If you’d be willing to let me kill you, are in the US (preferably in the south) and can travel by car, contact me.”

An undercover officer saw the ad and responded, utilizing the persona of a father with a 13-year-old daughter. Between October 9, 2018 and October 19, 2018, Barter and the undercover officer exchanged a series of messages that included Barter’s repeated interest in raping, killing, and eating the 13-year-old child.

Barter provided the undercover with instructions on traveling from Florida to Shelby County, Texas, what to tell the child to get her acquiescence to travel, and how to conceal evidence of their crime.

On October 19, 2018, Barter arrived at the designated meet site in Joaquin, Texas with a knife, trash bag, cellular phone and a tablet.

“As this chilling case demonstrates, online talk is not always just talk. The constant vigilance of our law enforcement partners has prevented an evildoer from finding a likeminded accomplice and bringing his grisly plan to fruition,” said U.S. Attorney Stephen J. Cox. “This case is a sobering reminder of how the brave men and women of law enforcement face down the worst of the worst in the scariest of scenarios.”

“In my 23-year-career in law enforcement, this is among the most morally depraved and appalling criminal conspiracies that I have come across,” said Mark Dawson, special agent in charge of HSI Houston. “Without the quick and decisive actions of special agents from HSI Cocoa Beach and HSI Beaumont this disturbed predator would still be out there looking for potential victims to carry out his sick and demented fantasies.”

CHICAGO (CBSDFW.COM) – The FBI’s Chicago Field Office, announced on Tuesday the creation of a Seeking Victim Information webpage related to the investigation of Jeremiah “Jerry” Harris.

The FBI arrested Harris, 21, last Thursday September 17 on a federal child pornography charge for allegedly enticing an underage boy to produce and transmit sexually explicit videos and photos of himself.

Harris was featured in the Netflix hit, “Cheer” which followed the cheerleading team from Navarro College in Corsicana, of which Harris was a member, as they sought a national title.

It was an instant success when it was released in January, and Harris drew fans for his upbeat attitude and his encouraging “mat talk.” Earlier this year, he interviewed A-list celebrities on the Oscar’s red carpet for “The Ellen DeGeneres Show.”

The FBI is seeking the public’s help in identifying additional potential victims, specifically victims who were under the age of 18 when Harris asked them to produce or view sexually graphic images or engage in sexual contact.

Contact may have occurred in person or through the following social media accounts:

SnapChat username “jerry_714”

Instagram username __jcoleofficial

Or any other account believed to be used by Jeremiah “Jerry” Harris

Harris was also sued in Texas by twin teenagers who accused him of “sexual harassment, exploitation, manipulation, intimidation and sexual abuse.”

USA TODAY, which first reported the allegations, said multiple sources told the newspaper that the FBI was investigating accusations that Harris solicited sexually explicit photos and sex from minors.

In addition to accusing Harris of sexual misconduct, the lawsuit accuses cheer organizations of failing to protect the boys.

The organizations named in the lawsuit are U.S. All Star Federation, which governs competitive cheerleading; Varsity Spirit, which puts on competitions; and the Cheer Athletics, a chain of gyms.

Victims can report contact with Harris to the FBI and find additional victim resources here.

They can also call the Chicago Field Office at (312) 421-6700.

Tyler, Texas Grand Jury Indicts Netflix For ‘Promotion Of Lewd Visual Material Depicting A Child’ After Streaming ‘Cuties’

TYLER, TX (CBSDFW.COM/AP) –The District Court in Tyler County in North Texas has indicted Netflix for Promotion of ‘Lewd Visual Material Depicting A Child’ after the streaming platform made the program Cuties available online in September.

According to a court filing the State Of Texas accused the company of promoting “visual material which depicts the lewd exhibition of the genitals or pubic area of a clothed or partially clothed child who was younger than 18 years of age at the time the visual material was created, which appeals to the prurient interest in sex and has no serious literary, artistic, political, or scientific value.”

Texas Representative Matt Schaefer (Rep – Tx House Dist. 6) tweeted the indictment on Tuesday, October 6.

The backlash to the French independent film started before it had even been released because of a poster that went viral for its provocative depiction of its young female actors. But the spotlight has only intensified since the film became available on Netflix.

The film was released in the U.S. on Netflix in September. A description for the film on the streaming service reads: “Eleven-year-old Amy starts to rebel against her conservative family’s traditions when she becomes fascinated with a free-spirited dance crew.”

The film has also become the target of heightened outrage from members of Congress.

U.S. Sen. Ted Cruz (R-Texas) asked the Justice Department last month to look into whether Netflix and the makers of the film “Cuties” violated federal laws against child pornography.

Cruz sent a letter to U.S. Attorney General Bill Barr, calling for a criminal investigation of the film. He accused the film of sexualizing pre-adolescent girls.

Cruz’s entire letter can be read here.

Netflix defended the film in September, saying it is a social commentary and does not glorify or promote child pornography according to CBSLA.com.

“‘Cuties’ is a social commentary against the sexualization of young children,” a Netflix spokesperson said in a statement, according to Variety. “It’s an award-winning film and a powerful story about the pressure young girls face on social media and from society more generally growing up — and we’d encourage anyone who cares about these important issues to watch the movie.”

The film’s director Maïmouna Doucouré told the the online publication Zora, “With this film, I wanted to give these young children a voice while protecting them. I also wanted to create a mirror for adults to look at ourselves and see where we have gone wrong with this problem.” Before the film’s release, Doucouré told Zora, “I’m eager to see their reaction when they realize that we’re both on the same side of this fight against young children’s hypersexualization.”

‘Cheer’ Star Jerry Harris Seeks Release From Jail As He Awaits Trial On Child Porn Charges

UPDATE: Judge Says Evidence ‘Overwhelmingly Supports Detention’ Of ‘Cheer’ Star Jerry Harris While Awaiting Trial On Child Porn Charges

CHICAGO (CBSDFW.COM/AP) — Prosecutors argue Jerry Harris — one of the stars of the Netflix documentary “Cheer” — “exhibits all the signs of a serial child predator” and should remain jailed. Defense attorneys for the 21-year-old want him released as he awaits trial on child pornography charges.

A judge said Wednesday that she will decide soon about that potential release.

The issue before U.S. District Judge Heather McShain is whether she believes a plan to release Harris that includes around-the-clock monitoring will be enough to prevent him from victimizing young boys.

A motion from Harris’ attorneys filed ahead of a court hearing argues that the mental health treatment that their client needs is not available in federal jail. The document also said that Harris has asthma, which puts him at greater risk of severe illness from COVID-19.

The judge did not say when she would issue her ruling, only that it would be soon.

At the 90-minute hearing, Todd Pugh, one of Harris’ attorneys told the judge that third-party monitors would make sure Harris doesn’t use the devices that he allegedly used to coerce young boys into sending him obscene photographs. The four women who would take turn monitoring Harris assured the judge that they would turn him in if he tried to use a cellphone or other electronic device.

A prosecutor argued that it would be impossible to prevent Harris from acting on his “criminal impulses.” Assistant U.S. Attorney Christopher Parente noted that after Harris learned he was under investigation, he destroyed his cellphone and used another phone to seek photos from children.

“His dangerousness is his ability to access the internet (and) there’s no ankle bracelet for cellphones,” Parente said.

Allegations against Harris surfaced last month when twin boys who are now 14 years old filed a lawsuit alleging that he had sent them sexually explicit photographs of himself and cornered one of them in a bathroom and begged for oral sex. Later that week, Harris was arrested and charged with producing child pornography.

According to the criminal complaint, Harris admitted to FBI agents that he had asked one of the teens to send him photos and videos the boy’s genitals and buttocks via Snapchat. He also admitted to requesting and receiving photographs of 10 to 15 other children, according to the complaint.

The “Cheer” docuseries followed the competitive cheerleading squad from Navarro College in Corsicana.
